The men are wet - it may be the part of the tunnel in the area of Stirling Ridge. I was told by the son of one of the sewer workers that his father worked waist deep in water in that area. There are numerous springs in the Westridge/Westlake areas (now Yarralumla that includes Stirling Park, Yarralumla).

The better dressed man is Jeremiah Dillon foreman of the sewer works.

The men when working on the tunnel on the western side of Stirling Ridge Yarralumla worked waist deep in water. There are many springs in the area. This may be part of the tunnel in that section.
