I think you might find that this is the sewer tunnel that came from the Western Creek area - to Westridge, where it had to change course because it entered a big cave system near Westridge (now Yarralumla) before continuing on under Stirling Ridge and the area of Provisional Parliament House. The man on the right appears to be Jerry Dillon - foreman of the sewer works.
