Probably here for the laying of the Catholic Cathedral Foundation stone in 1930. Initially located where the Archbishops Hse ( Cathedral Hill) is now, it was never built. The foundation stone still exists in storage. There were a number of Pilgrimages to Canberra to start catholic buildings in the late 20s and early 30s.
